An opened roof is covered with an emergency tarp, or with shrink wrap after high wind, and that cover protects the home until the permanent repair can be made.
A tarp is laid over the opened area and fastened down well past the damage, so rain runs over it instead of under it. Shrink wrap is the alternative after a high-wind event: plastic sheeting sealed over the damaged section and shrunk tight with heat.
Either one is a stopgap, not a repair. It buys dry time for an inspection and a proper fix.

Once the roof is covered, the damage is inspected and repaired, or the roof is replaced when the damage is widespread.

A tarp or shrink wrap goes over the damaged section so no more water gets in.
- Inspect the damage
With the roof covered and drying, the damaged area is opened up and checked: the covering, the flashing, the underlayment and the decking under it.
- Quote the whole job

- Repair, or replace
A damaged section on a sound roof is repaired. When the damage runs across the roof, a replacement is the better answer, and we will say so.
- Clean up
